The war has displaced more than half of Syria's population from their homes, with 6.5 million people facing food insecurity and 16 million facing serious problems in accessing clean water.
Infrastructure has been badly damaged, with two-thirds of schools destroyed and almost half of health facilities rendered unusable.
Reconstruction must take into account humanitarian, political and economic dimensions, as well as social and moral dynamics.
